Rockwall's I-30 Work Finishes From the East. The Lake End Is Just Getting Started.

October 22, 2026

Most finish dates for I-30 through Rockwall now fall between fall 2027 and mid-2028. The exception is the interchange at Bass Pro Drive, at the corridor's west end by Lake Ray Hubbard. It went out for bids this month after its plans sat finished and on the shelf for two years. Its construction start and completion dates are still blank in the City of Rockwall's consortium report. Anyone working out when their commute will settle down needs to know which of these pieces they actually drive through.

The corridor is three contracts

TxDOT calls this work one program. It widens I-30 from Bass Pro Drive to the Hunt County line and adds continuous frontage roads, including separate frontage-road bridges across the lake. TxDOT says those lake bridges are meant to keep a way across open when the main lanes are blocked. On the ground, it's split into separately bid pieces, each with its own contractor, budget, and schedule.

Piece Limits What's on record Current projected finish
Segment 1 Bass Pro Drive to Dalrock Road Marked "Completed" by TxDOT Done
Segment 2 Dalrock Road to SH 205 Williams Brothers Construction Co., started March 2023, about $317 million October 2027
Segment 3 SH 205 to Hunt County line Williams Brothers, started September 2023, $348 million June 2028
Bass Pro interchange At Bass Pro Drive About $77.3 million estimated, bids in October 2026 Not yet scheduled

That table shows the lake end as both finished and not started, and both are true. The frontage roads and lake crossings of the original Bass Pro-to-Dalrock stretch are complete. The interchange at Bass Pro Drive itself is a separate project and comes next.

The dates in the middle have already moved

TxDOT's I-30 expansion fact sheet, dated summer 2025, listed both Rockwall segments as finishing in 2027. A year later the dates have spread apart.

For Dalrock to SH 205, TxDOT's monthly report dated July 13, 2026, projected completion on July 31, 2027. Rockwall County's September 2026 I-30 progress report moves that to October 2027. It projects June 2028 for SH 205 to the Hunt County line. TxDOT's August 2026 press release still describes the SH 205-to-Hunt County work as "complete by early 2028."

So the Dalrock-to-SH 205 date slipped about three months in roughly two months of reporting. The east segment went from a year to a specific month, June 2028, which is later than TxDOT's own "early 2028" wording. These are projections, and the pattern so far is that they move later.

What's changing between Horizon and SH 205 right now

Most of the work that touches a regular Rockwall commute is happening at the overpasses in the Dalrock-to-SH 205 segment.

Horizon Road. The bridge over I-30 is being rebuilt in stages. According to the Rockwall Herald Banner, traffic has already moved onto new lanes on the east side while crews work on the west side. The finished bridge is expected to carry three lanes in each direction, two U-turn lanes, and sidewalks on both sides. Rockwall County scheduled a full bridge closure from 10 p.m. Friday, October 16, to 5 a.m. Monday, October 19, so crews could build temporary connections to the new lanes. The plan was to reopen with additional lanes if work stayed on schedule.

SH 205 exit. Since August, eastbound drivers heading for Goliad have been exiting about a mile earlier than they used to. TxDOT closed the old eastbound off-ramp to SH 205 on the night of August 6. A temporary ramp was scheduled to open at Exit 67C after 5 a.m. on August 7, and the permanent ramp is being built at that same spot, Blue Ribbon News reported.

John King, Ridge Road, and FM 3549. TxDOT's Dallas District fact sheet reported that the old John King Boulevard bridge deck was being removed for reconstruction and the FM 3549 bridge deck was being widened. In its March 2026 City Notes, the City of Rockwall described crews building retaining walls and bridge supports at Ridge Road.

A typical week looks like the county's notice for October 18 through 24. It listed overnight alternating lane closures on eastbound I-30 between T.L. Townsend and FM 3549 and on westbound I-30 between John King and SH 205, from 9 p.m. to 5 a.m., for traffic-rail installation and temporary markings. The same week had the eastbound right lane and Exit 69 closed overnight from SH 205 to John King for asphalt work from October 19 through 22, a full overnight closure of FM 548, and daytime flagging on the frontage roads between FM 551 and FM 2642. Nearly all of that week's main-lane work was scheduled overnight, and it was spread across different stretches of the corridor.

The lake end has been ready since 2024

The Bass Pro interchange's paper trail sets it apart from the rest of the corridor. The entry in the City of Rockwall's July 2026 infrastructure consortium report reads like a project that has been waiting its turn:

  1. Environmental clearance came on March 19, 2019, after public meetings in 2017 and a public hearing in January 2019.
  2. TxDOT hired Bridgefarmer to design it, and the schematic was approved on April 27, 2021.
  3. Utilities were relocated by July 2024, and the plans hit 100 percent that same month.
  4. The report lists it as "ready to let" as of July 2024. It also says the plans were updated to 2024 specifications and then "shelved until letting."
  5. TxDOT moved the letting up to October 2026.

The construction start and completion fields in that report are marked with asterisks. The estimated construction cost is $77,348,349.

TxDOT's October 2026 bid proposal for the project gives a sense of its size. Bidders can propose no fewer than 445 working days to substantial completion, and the maximum allowed is 593. TxDOT defines substantial completion as the point when the roadway and cross streets are in their final layout and traffic is using the finished lane arrangement. Final completion is set at 52 working days after that. If the contractor runs past its bid days, it is charged $25,000 for each extra working day. Working days are not calendar days, and the contract doesn't give a calendar date. Still, the shortest allowed bid is more than 400 working days of construction at the lake, and none of that work has a start date yet.

Why the lake end matters to the rest of town

For anyone in Rockwall who takes I-30 toward Dallas, Bass Pro Drive is on the way, at the far side of Lake Ray Hubbard. That's true whether the drive starts near the Harbor, off Ridge Road, or along John King. The middle segment's projected October 2027 finish will improve the part of the drive between home and the lake. The new interchange contract means construction is coming to the lake approach itself, after the corridor's first segment had already wrapped up there.

The frontage-road lake bridges matter here. TxDOT built them so drivers still have a way across the lake when main lanes are blocked. TxDOT's July 2026 monthly report shows the eastbound and westbound frontage-road bridges within the Dalrock-to-SH 205 contract under construction. Once interchange work begins, those parallel crossings are what keep traffic moving.

Where to check before you drive

Closures change from week to week, and these are the places that publish them.

  • DriveTexas.org for day-of lane closures. Both TxDOT and the Herald Banner point drivers there, and TxDOT hasn't been posting specific detours for some closures.
  • TxDOT text alerts for major scheduled closures, which TxDOT says it announces in advance.
  • Rockwall County's News Flash page, which posted the October 18 to 24 closure list on October 17.
  • The City of Rockwall's monthly consortium reports, which track each project's let date, construction start, and completion, including the blank fields for the Bass Pro interchange.

The county's September report also links a video in which County Engineer Erika Bridges and TxDOT Project Manager Nic Wadlington walk through the latest work.
